No. The USDA/APHIS will not issue a permit to any individual for live insect importation, only to federally approved importation holding facilities (which are non-residential in nature). Its good to advertise though, as some people who read this forum actually do work for a zoo or university that may have such paperwork. Or someone who should not buy them but is willing to risk it. The fines for importation run around $1100 for first time offenders. The USA does not necessarily have sensible laws concerning non-native species and use a "blanket" set of laws to apply to them all equally.
