Whats going on with my hisser?

At first I thought it was normal, because female roaches do stuff like this, but it's been like that for more than a month and now I'm getting worried (sorry, my english is not good)

May be a partial prolapse, or part of her ootheca got stuck and dried out before she could retract it. Either way, nothing to be done about it, any attempts to remove the extruded material will certainly harm the female. Best to leave her be and hope the issues resolves itself eventually.
