I say tortoise because you dont have to change as much water as you do with turtles, and personally I think tortoises are easier and more fun. BUT turtles are fun to feed!

 
Neither, both require high care and live very long most people abandon them or neglect them.

 
I agree with keith, My poor little baby sucalt. Fell victim to fire ants. Made a D-I-Y- Tort. pen and i turned my back for 5 mins, he was beyond saving. Turtles and torts require a expert keeper with alot of time and alot of money. Neither should be suggested for a beginner.

Just had a report of an adult green iguana killed by "crazy ants" in Texas.
